Ms. Rookard is a global business strategist with a 15+ year history managing, providing business development strategy, and proposal responses for federal, state, and international clients. She is also an accomplished technical writer with a repertoire of complex reports, manuals, and magazine articles published throughout the world. Her ability to generate concise, relevant, and persuasive content makes her a leader in the industry. Ms. Rookard is the recipient of multiple performance awards and to date, her clients are in receipt of more than $100M in contracts due to her efficiency processes and business development efforts. Ms. Rookard is the author of international articles focused on governmental cost control. She's written cost control content for The Defense Journal (UK), The PPP Journal (UK) and The Military Engineer (U.S.).

She is also an active Douglas County resident with a range of past and present volunteer efforts:

- Douglas County Youth Against Violence Program (past instructor and leadership curriculum developer)

- National Tourette Syndrome Association (present) on behalf of her son who lives with this disorder

- Chapel Hill High school band parent

- University of West Georgia (Independent Student Mentor)

- Alabama A&M University Band Alum

Ms. Rookard is a proud Douglas County homeowner and the creator of the School District 3 monthly Newsletter. The first web issue is releasing January 2015. As a community activist she is employing an extensive list of outreach activities for the community to promote engagement.

Ms. Rookard has two academically advanced sons who were both products of the Douglas County School system. One son is a successful college student and the other a gifted student completing his Private Pilot's license while still in high school. Ms. Rookard is happily married to the love of her life and they can be seen regularly in the community with their wonderful dogs Thelma and Louise.

Ms. Rookard was elected Board of Education Chair in January 2017.  Ms. Rookard is in her second term which began January 1, 2019 and ends December 31, 2022.
